During the preceding season, unseasonal rain was observed across much of the country particularly over the northern half where normally rain is scarce during the Bega season. The reason for the untimely rain was due to the progressing of the El-Nino event since May 2015 over the central and eastern Pacific Ocean, besides a tropical cyclone named ''CHAPALA'' over the Arabian Peninsula. As a result, the continued westward progression of the cyclone lastly made a landfall over Yemen. Whereas, the wet pheripherical winds of the cyclone caused an incredible increase in moisture activity over Ethiopia. In general, the outlook issued for the Bega season was more or less in conformity with the actual observed weather condition.

In the coming Belg 2016, normal to above normal rainfall activity is anticipated to prevail across much of the Belg growing areas, with a possibility of flash floods over some places. Where Belg is the main season for south and southeastern, northeast, Central and the adjoining Rift valleys and also the eastern Ethiopia, normal to above normal rain is anticipated. Furthermore, the western half of the country is expected to be dominated by near normal to below normal rainfall activity. On the other hand, the onset and cessation of the seasonal rain is likely to be near normal. In addition, due to the usual approach of the rain giving meteorological systems, the Belg rain is projected to be in good shape over south and south western Ethiopia in the month of May.
